ALTERNATIVE ELECTORAL DELIMITATION OF SETTLEMENTS OF THE CENTRAL HUNGARIAN REGION

Abstract

After more than forty years of communist dictatorship, a pluralist democratic system was established in Hungary between 1989 and 1990. The change involved the reform of the electoral system, which created a mixed model in the framework of which the properties of majority and proportional electoral systems are alloyed. In the mixed model, some of the mandates will be allocated from geographically determined constituencies as individual mandates, while the remaining seats will be allocated on the basis of votes cast on the list.

The rapidly-formed constituency system had large spatial disproportions that escalated over the years. Therefore, the borders were redrawn in 2011, showing a more proportionate picture of the 2014 parliamentary elections. However, the new subdivision did not take into account the spatial demographic rearrangement in many places, so it may become again disproportionate later. The aim of my research is to demonstrate these disproportions and to propose a suggestion to these.
