In 1930, exactly 95 years ago, the concept of a county city was first introduced in
Hungary, and in 1990, 35 years ago, the category of a city with county rights in the
modern sense was introduced. In this nearly one century, both the county and the city
with county rights were part of the Hungarian public administration alternately, with
different contents, in two periods, in a total of three different political periods (the
kingless kingdom - Horthy-era, state socialism and parliamentary democracy.
The aim of this study is to outline the legal and substantive changes of the county
and county city titles connecting our most significant rural towns, as well as the
settlement composition of the category.
