COMPARISON OF THE LOCAL MAYOR’S OFFICES AND THE JOINT LOCAL GOVERNMENT OFFICES IN PÁPA DISTRICT

Abstract

Act LXV of 1990 on Local Governments grants to all settlements in Hungary to keep own local Mayor’s office and official personnel. Villages having less than a thousand inhabitants, and adjacent to each other within the county, shall establish and maintain a district-notary's office to perform their administration duties.  Act CLXXXIX of 2011 on Local Governments in Hungary (hereafter referred to as “Mötv”) limits those communes, the population of which do not reach 2000 people may not have an independent mayor’s office, they have to create a joint local government office. That communes less than 2000 people, but minimum 7 settlements cooperate they also can create a joint local government office. In the spring of 2018, 10 notary of joint local government offices in Pápa District (in Veszprém county) were visited. I made a questionnare functions of the district notaries and the joint local government offices in Pápa District. In my thesis I wanted to ascertain what changes came in the Hungarian administrative system by the „Mötv.”.
