Abstract

This paper presents the development of drunk-driving from the ground up, starting from the historical issues of alcohol and transport, through a review of the history of Hungarian legislation, to the European efforts. Using statistical data, we examine whether zero tolerance can be justified, whether it is an effective tool for the protection of life and property, and whether there are arguments for relaxing the stringency. These questions are to be answered in the study.
